One council has revised its set of rules for strip clubs, sex shops and sex cinemas, although there are none in the borough.

The Waverley Borough Council licensing committee discussed today (November 8) the revised policy for places of sexual entertainment, but the council has not received any such requests since the policy was first adopted. times in 2012.

For any type of strip show, the main rule for the audience is that you can watch but not touch – and keep your own clothes on.

There should be no audience participation and no physical contact between clients and dancers. Performers must have direct access to the dressing room without going through the public.

Customers can return money to the dancers at the start or end of a performance.

Total nudity is allowed on stage – and nowhere other than on stage – but no sexual act with objects or other performers is allowed.

Dancers are not permitted to perform while intoxicated and no member of the public is permitted to remain in the dance area if they appear to be intoxicated.

It must be covered by video surveillance which must be made available to a municipal officer or an authorized police officer, but not copied, given or sold.

For sex shops and sex cinemas, the rules state that nothing should be displayed in shop windows other than “lingerie and dresses”.

While members of the public may object to an application for a sex establishment license, the 1985 jurisprudence regarding Coventry City Council established that a council cannot refuse a license on the sole basis that it can be offensive.

An authority will not normally accept a request within 200 meters of a school or place of worship, or within 200 meters of an existing sexual establishment.

Locals do not need a license as long as there is at least one month between each sexual entertainment and the entertainment never lasts longer than 24 hours.

Waverley conducted a 12-week public consultation between July and October and only one response was received.

Cranleigh Parish Council said it was “quite surprised” that a license for a place of sexual entertainment is not required when the relevant entertainment has not been provided more than 11 times in a 12 month period. .

A spokesperson said: “In our opinion, any place that offers sexual entertainment, regardless of the frequency, should require a license.”

The licensing committee recommended that the full board approve the policy at its December meeting. If approved, it will go into effect at the end of January.
